Landlord and mayor were stunned and scared to see voters hanging gardens etc.Weren't they surprised to find their actions were legal! The voters are empowered to take any actions necessary to defend the nation, and enough people were so ticced off the ulandlords and utilities were so frightened of an informed electorate they abandoned their plans.
